Johnson County, Kansas Facilities Management Division (FMD) awarded a contract to Triad Consulting & System Design Group (Triad Consulting) to provide Johnson County with research on comparably sized municipalities best practices with regard to Concealed Carry Laws (CCL). The research focused on HR, legal, and budget issues with “best practice” findings developed.

The deliverable report included an opinion memorandum of whether House Bill 2052 would change assessment findings and recommendations of the County’s 2011 Security Plan report; research findings of national and state best practices of adapting CCL into municipal government environments; and identification of best practices with practical and actionable recommendations based on those best practices.
